Dr. Todd D. Stong, PE
Dr. Stong is a licensed Professional Engineer, who has for over 30 years directed
heavy construction and technology research activities with staffs of 30-1100
persons and project budgets in excess of $200 million a year. Over 10 years
of his project efforts have been overseas. Low cost water supply to rural
areas in developing countries has been his focus area for the past decade.
He has designed and constructed water systems in Asia for populations of
5,000 to 40,000 with systems that were funded for less than $20 per person
served. His designs reflect use of indigenous materials and skills, and incorporate
significant redundancy to preclude failure due to the common problems of
these areas. His systems designs favor the use of surface water (lakes, rivers,
and springs) because of excellent economics and lower risks for continuous
operations.
Where geology
demands, he has developed appropriate systems drawing on ground water.
Dr Stong has also developed technical designs and business
formats for
providing viable water supply systems for small population clusters of 300-1000
people. Dr Stong favors privatized water systems for rural areas to assure
the needful motivation required to continue necessary maintenance and efficient
operations. With Dr. Stong's designs for town sized water systems it is possible
to generate 60-80% annual returns on investment based on water sales typically
at $0.01 per gallon (3.78 liters). If such systems are to be operated by
a community, it is possible to provide approximately 3-5 gallons of
water for
$0.01, if a no profit model is used.
